China, a Big Potential Market for Clean Development Mechanism

As the Kyoto Protocol goes into effect as of February 16, 2005, an international carbon dioxide trading market worthy over a hundred billion US dollars will come into existence. According to the Clean Development Mechanism (CDM) of the Kyoto Protocol, the overall Green House Gas (GHG) emission by industrialized countries will gain a 5.2% reduction from 2008 to 2012. To reach this goal, all industrialized countries bound by the United Nations Framework Convention on Climate Change are allocated with a certain quota of GHG emission reduction. For instance, the original 15 member countries of European Commission committed a overall reduction quota of 8%.

CDM provides a good opportunity for China to integrate market, technology and capital with environmental protection industry. As a block trade commodity, GHG is tradable. In the upcoming 8 years from 2005 to 2012, Chinese enterprises can participate in international carbon dioxide trading as CO2 sellers, without shouldering emission reduction liabilities.

With the impending effective date of the Kyoto Protocol, the trade-off of GHG emission reduction quota between developed countries and developing countries is underway. In this process, China will become the big market for Clean Development Mechanism. By now, countries including Italy, German, Canada and Dutch are the early birds that have established partnership with China in CDM projects.

中国:清洁发展机制的巨大舞台

        2005年2月16日,《京都议定书》的正式生效,意味着一个上千亿美元规模的国际碳排交易市场将全面启动。《京都议定书》的清洁发展机制(CDM)规定, 2008年到2012年间,工业化国家的全部温室气体排放量比1990年平均减少5.2%。为达到限排目标,各参与公约的工业化国家都被分配到一定数量的减少排放温室气体的配额,如欧盟15个老成员国承诺的减排配额是8%。

        清洁发展机制(CDM)为中国提供了一个前所未有的将市场、技术、资金和环保整合为一的发展契机。温室气体作为“大宗交易商品”可以买卖,为中国企业提供了一个千载难逢的机遇——在未来的8年(2005-2012)中,中国企业可以作为“CO2”的净卖方参与国际碳市交易,无需承担减排义务。

        随着《京都议定书》的生效日期迫近,发达国家与发展中国家正积极进行温室气体减排配额交易。在这一国际市场中,中国成为清洁发展机制的巨大舞台,意大利、德国、加拿大、荷兰等国家已经捷足先登成为中国清洁发展机制项目的合作伙伴。
