Sino-Italian Cooperation Boosts Green Olympics:
Fruitful Environmental Cooperation between IMET and Beijing Municipality

On December 6, 2004, a new Memo of Understanding (MOU) was signed between Italian Ministry for the Environment and Territory (IMET) and Beijing Municipality, putting forward four additional environmental cooperation projects. Up to present, the cooperation projects between IMET and Beijing Municipality have reached a total number of 13. Among the fruitful projects, the project IVECO NEF CNG Engines on Beijing Public Transport Corporation (BPTC) Autobus has been advancing most substantially. By the end of December 2004, all of the 300 sets of gas powered IVECO engines had been equipped to the city buses of Beijing. While other projects are well in the progress of implementation, tendering, planning or preliminary preparation.

Gap between Green Olympics Benchmark and Environmental Situation in Beijing

In 2004, the number of days when air quality is up to and above level two in downtown districts reached 229, two days exceeding the fixed target 227. The Blue Sky Mission in 2004 was successfully accomplished. The annual average daily SO2 concentrations, for the first time since 20 years, reached the national standard. Compared with 1998, the number of days above weather benchmark level increased from 100 to 229, having improved by 35.2%, whereas the number of days when pollution is medium and serious decreased from 141 to 17. The concentrations of key atmospheric pollutants decreased significantly. SO2 decreased by 54%, NO2 by 4% and inhalable particles by 17%.

However, the existing environmental protection situation in Beijing is not yet rosy. The gross pollutants emission has exceeded the environmental capacity. One of the most challenging environmental problems is the excessive atmospheric particle concentrations. According to sources with environmental authorities, the annual average concentration of inhalable particles in downtown districts is 141 mg/m3, exceeding national standard by 41%. To resolve particle pollution has become the key to improve the air quality in Beijing. Presently, the atmospheric pollution in Beijing has developed into a complex situation. The booming construction covers a total area of 100 million square meters, where more than 6,000 sites are distributed over the city. The annual coal consumption exceeds 26 million tons. The number of motor vehicles has come up to 2 million. However, the dropout of cars below emission standard is still in slow progress. Compared with other international cities such as Tokyo and London, the atmospheric pollution control of Beijing poses a greater challenge.

——意大利环境与领土部和北京市政府环保合作突显成效

        2004年12月6日,意大利环境与领土部(IMET)和北京市政府签署备忘录,确定4个新的合作项目。至此,北京市政府和意大利环境与领土部的环保合作项目已达13个。在这13个项目中,天然气发动机项目进展最快,300台依维柯环保型天然气发动机已于2004年12月底全部到位。其他项目进展顺利,分别处于具体实施、招标、规划或准备过程中。

北京离“绿色奥运”仍存在差距

        2004年北京市区空气质量二级和好于二级的天数达到229天,比原定227天的任务多出2天,占全年总天数的62.5%,“蓝天任务”完成,二氧化硫年日均浓度值20年来也首次达到国家标准。与1998年相比,达标天数由100天增加到229天,提高了35.2%,中度和重度污染天数由141天减少到17天。各项主要大气污染物的浓度普遍下降,二氧化硫、二氧化氮、可吸入颗粒物浓度分别降低了54%、4%和17%。

        即便如此,北京市的环保工作仍不容乐观,北京市的大气污染物排放总量明显超过环境容量。空气中颗粒物严重超标是北京市最大的环保问题,据介绍,即使在气象条件非常有利的2003年,市区可吸入颗粒物年均浓度仍为每立方米141微克左右,超过国家标准41%。解决颗粒物污染问题,已成为北京市改善大气环境质量的重点和难点。目前北京大气污染形势严峻,已形成复合型污染态势。大规模建设使施工面积达1亿多平方米,有6000多个工地在施工,每年燃煤2600多万吨,机动车已达200多万辆,尾气排放不达标的旧车淘汰仍然比较慢。与东京、伦敦等发达国际城市相比,北京的大气污染治理的难度更大。
