China Closely Watches for the Next Negotiating Session of the Kyoto Protocol

Following the overwhelming hails toward Russian cabinet’s approval of the Kyoto Protocol in October, the next negotiating session will commence in 2005. China will probably become the top focus of attention. However, according to Chinese relevant government officials and experts, the standpoint of China on the Protocol remains unclarified, as released by People’s Daily Online.

Circular Economy, the Critical Path to Sustainable Development for China

On China Forum on Circular Economy held from November 6 to 7 in Shanghai, Shanghai Declaration was passed in principal. More than 200 representatives unanimously advocated that all levels of people’s congresses and governments should strengthen macro-guidance to circular economy. Also, circular economy assessment index should be used to benchmark the political performance of governments and government officials. Representatives present included senior officials from Environment and Resources Commission of NPC of PRC, National Development and Reform Commission (NDRC) of China, Ministry of Science and Technology of China, State Environmental Protection Administration of China and all Chinese local people’s congresses, government agencies, enterprises, societies and research institutions.

The Declaration commands all levels of people’s congresses and government to start the research and stipulation of relevant laws, regulations and policies to circular economy. Meanwhile...
