Playback: Record of the Press Conference on "Circular Economy and the Sino-Italian Environmental Protection Cooperation"

The concept of circular economy has been the most discussed environmental topic in China in 2005. On June 29, the Italian Ministry for the Environment and Territory (IMET) and the State Environmental Protection Administration of China (SEPA) jointly organized a press conference in Beijing. Focusing on "Circular Economy and the Sino-Italian Cooperation for Environmental Protection", the press conference released information concerning the progress of the Sino-Italian Cooperation Program for Environmental Protection and both countries' cooperation on Circular Economy.

“循环经济与中意环境保护合作”新闻发布会现场实录

循环经济正成为2005年最热门的环境主题。2005年7月29日,中国国家环境保护总局和意大利环境与领土部在北京联合召开了主题为“中意携手共创环保经济”的新闻发布会，着重介绍了中意两国在循环经济方面的合作以及中意环境保护合作项目的发展。

循环经济是是中意环境保护合作计划的重要内容。2004年7月，世界银行、意大利政府和中国政府为中国的环境保护共同成立了总价值为850万美元的意大利信托基金。该基金的宗旨是，支持中国通过可持续自然资源利用及环境管理来平衡经济增长的长期战略目标，该基金尤其关注气候的变化。目前该基金已经选中了一个以《促进循环经济的政策和法律框架》为对象的研究，并为这项由中国政府提议的研究提供了资金支持。

Italy to Support Beijing's Preparation for Green Olympics

On July 30th, 2005, the conference about Sino-Italian Cooperation Program on Environmental Protection was held in Beijing between the Italian Ministry for the Environment and Territory (IMET) and Beijing Environmental Protection Bureau. The themes mainly include an upcoming conference aiming to support Beijing Sustainable Development and the cooperation project on Beijing 2008 Olympics.

The conference aims at enhancing the Sino-Italian cooperation program and expanding the space of cooperation step by step especially in the view of "Green Olympic Games of 2008". The decision was made to hold the conference on Italy supporting Beijing sustainable development on Oct 26th, 2005, and related activities with the participation of high-level government officials from both countries and the cooperation program partners.

意大利支持北京市履行“绿色奥运”

2005年7月30日，北京市环保局和意大利环境与领土部在北京就双方环保合作项目进行了会谈，主要围绕在北京举办“意大利支持北京可持续发展”研讨会和奥运项目的合作进行了讨论。

此次会议旨在进一步推动中意合作项目的实施，并继续扩大合作领域，尤其是加强北京“绿色奥运”的合作。会议确定， 2005年10月26日双方将在北京联合举办“意大利支持北京可持续发展”研讨会及相关宣传活动，届时将邀请双方的高层领导、合作项目参与单位参加。

The EU and China: Painting a Brighter Future Together
José Manuel Barroso's Speech at Chinese Academy of Social Sciences

President of the European Commission(EC) Jose Manuel Barroso paid a state visit to China from July 14th to 18th. During his stay in Beijing, he said on July 15th that the Europe-China cooperation is conducive to global peace and world development.

In a speech at the Chinese Academy of Social Sciences(CASS) On July 5th, the Portuguese politician said the inclusive partnership between the European Union(EU) and China will not threaten the interests of any third party.

Barroso said the EU admires the economic and social development realized by the Chinese in the past couple of decades.

巴罗佐在中国社会科学院演讲：欧盟与中国——共绘更加美好的未来

欧盟委员会主席巴罗佐于2005年7月14日至7月18日对中国进行正式访问。7月15日，巴罗佐在北京表示，欧盟与中国的合作有助于建立和平发展的国际环境，这种相互包容并向第三方开放的合作关系对世界是机遇而不是挑战。

巴罗佐15日在中国社会科学院发表题为“欧盟与中国——共绘更加美好的未来”的演讲时说，中国改革开放和经济建设取得的巨大成就令人钦佩，欧盟十分关注中国的发展。与此同时，中国在国际和地区事务中也发挥着越来越重要的作用，体现了一个负责任大国的形象。

　他说，欧盟与中国去年的贸易额达到１７５０亿欧元，欧盟成为中国最大的贸易伙伴，中国则是欧盟第二大贸易伙伴。双方有着广泛的共同利益并仍有巨大的合作潜力。欧盟非常重视与中国的经贸关系，愿进一步深入参与中国经济发展的进程，也愿为中国的经济发展提供经验。

Site Visit by CASS: SNWD Project to Improve Water Environment at Suqian

In Jiangsu province, Suqian was confirmed as the pilot city of SWIMER Project. On July 21, 2005 eight experts from CASS visited Suqian for a three days’ investigation to confirm and prove some indicators of hydraulic model and economic model and the relations between different water mechanisms led by various water diversion plan and the influences for the environment, society and economy. The pilots’ set of indicators will be generalized to extend their validity to the whole East Route and entered into HAT.

社科院调研组：南水北调工程将改善宿迁市的水环境

江苏省宿迁市被确定为SWIMER项目的试点城市。2005年7月21日，中国社会科学院一行八人赴江苏省宿迁市进行了为期三天的实地调研，以确定和验证项目水利模型和经济模型中的一些“指标”以及各种调水方案导致的不同水力机制与环境、社会经济影响之间的关系。通过归纳宿迁市的指标，再将其应用推广到整个东线工程，最终将数据输入整体分析工具（HAT）中进行运算。

中国社会科学院数量经济与技术经济研究所副所长、SWIMER项目中方专家李平教授指出，此次宿迁调研的目的是调查江水北调工程实施对宿迁市经济、社会、环境的影响，并搜集SWIMER项目水利模型和经济模型中所需的数据和相关资料。

Sino-Italian Workshop on Multi-utilities held in Beijing

The Environmental Research and Development Department of the Italian Ministry for the Environmental and Territory (IMET) and the Institute of Industrial Economics of Chinese Academy of Social Sciences (CASS) jointly held a Sino-Italian Workshop on Multi-utilities in Beijing, on July 30th, 2005. An in-depth discussion was held on the patterns of utility management by experts from both countries, and the feasibility of Italian pattern of utility management in China became the focus for debate.

Representatives from Italy introduced concretely to the development, the management and the ownership management in Italian utility sector as well as the transformation and public resources integration in the utility market. Moreover, they illustrated the new pattern of Italian multi-utilities management and their experiences.

“中意综合公用事业管理研讨会”在京召开

2005年7月30日，由中国社会科学院工业经济研究所和意大利环境与领土部环境研究与发展司共同举办的“中意综合公用事业管理研讨会”（Sino-Italian Workshop on Multiutility）在北京举行。中意两国专家就公用事业管理模式问题进行了深入讨论，“意大利综合公用事业管理模式在中国实施的可行性”成为此次会议的焦点。

意方代表首先对意大利公用事业领域的发展、经营方式、产权管理以及公用事业市场的转型和资源整合进行了详细的介绍，并向中方专家讲解了意大利综合公用事业管理的新模式及其经验教训。
