Sino-Italian Cooperation Program for Environmental Protection: Boost for Renewable Energy in 2006 

To scale up the development and utilization of renewable energy and promote the renewable energy to penetrate the energy market has become an important component of the national energy strategy in most countries of the world.

The European Union has a comprehensive and target-based approach to renewable energy. Since the late 1990s, the Union has been working towards a general indicative target of 12% as the share of renewable energy in primary energy consumption by 2010, and 20% by 2020. While according to the“ Middle and Long –term Renewable Energy Development Plan” made by China, , the renewable energy is planned to take 15% of the total energy supply by 2020.

可再生能源领域的中意合作  

发改委对可再生能源项目的批复、中国“十一五”规划的能源战略调整以及《可再生能源法》配套法规的出台，将进一步拓宽中意在可再生能源领域的合作范围。据意大利环境与领土部的有关负责人介绍，可再生能源将成为2006年中意合作的重要领域。

作为世界上最大的新能源生产商之一，意大利国家电力公司Enel曾向媒体透露，计划从2005年到2009年在新能源行业投资17亿欧元，其中三分之一将用于国外投资，中国将成为其重要的投资对象。目前，Enel公司正在向中国国家发改委申请“辽宁奥创风力发电场项目”，并已经国家气候变化对策协调小组办公室出具不反对意见函。

西藏是中国太阳能、风能、水能最丰富的地区之一。太阳年总辐射量达140～200千卡/平方厘米，全区年风能储量为930亿千瓦小时。西藏的可再生能源产业已初具规模，共建有县级和乡级光伏电站近400座，总容量8000千瓦；并建成了一批风力发电示范乡、村。中国科技部和意大利环境与领土部合作的西藏可再生能源中心项目将于2006年9月完成，建立一个5千瓦的独立光伏电站用于教学和技术培训，修复西藏不同地区共约15个电站以保证各电站的正常运转，并建立关于电站、设备仓库管理和电话中心管理的信息数据库。

The Year of Italy in China 2006: a year to shine

It's the Year of Italy in China, a cultural gala highlighting Italian art, music and design. Since it was formally launched on January 19th, 2006, dozens of events have been, or will be staged in Chinese cities including Beijing, Shanghai, Guangzhou, Tianjin, Hong Kong, Shenyang, Harbin, Ningbo, and Suzhou, with abundant programs covering wide range of subjects, like film, drama, dance, music, exhibition and forum etc., which are drawing high attention from the general public and relevant experts in the field of culture, art and other sectors in China.

Cultural exchange: a link between China and Italy

China and Italy have in common a long history of culture as the domains of ancient civilizations.

The proposal of the Year of Italy in China was initiated and approved by the two sides during the Italian President Ciampi's state visit to China in 2004. The cultural gala is designed to open a wide window for the Chinese people to look into the Italian people's life and creative culture, thus promoting mutual understanding between the peoples, enhancing the two countries' cooperation in the political, cultural, economic and scientific fields and further boost bilateral ties.

“2006中国意大利年”引起关注
继“2006中国意大利年”于2006年1月19日正式启动后，一系列活动分别以展览、音乐、舞蹈、戏剧、电影、博览会、论坛等多种形式已经或正准备在北京、上海、广州、天津、香港、沈阳、哈尔滨、宁波和苏州等地举行，并受到了中国艺术界、文化界专家以及其他领域相关人士的高度关注。

源于自然的文化交流

“2006中国意大利年” 是2004年12月钱皮总统对华进行国事访问期间中意两国政府共同确定的，旨在向中国公众提供一个了解富有创造力的意大利文化及其生活方式的窗口,以加强两国人民的了解和交流,巩固双方已有的良好的政治、经济和文化关系。

“2006中国意大利年”于2006年1月19日下午拉开帷幕，由中华人民共和国文化部、意大利共和国文化遗产和文化活动部共同主办。该活动以两个极其重要的展览来开幕和闭幕，即文艺复兴展和庞贝古城展。在持续将近一年的“2006中国意大利年”期间，意大利将以她的多元形象展示她传统的文化语言和当代在艺术、科学技术、工艺设计、建筑设计、环境、美食、时装等方面的发展。

Eco-Management Strategies & Policies Training Program (III): The third batch of training participants went to Italy  

Eco-Management Strategies & Policies Training Program, a long-term cooperation program between the Italian Ministry for the Environment and Territory (IMET) and Chinese Academy of Social Sciences (CASS), has been held successfully for three phases. Now, both Italian and Chinese organizers are implementing the third thematic training on Waste Management in Italy. The participants have left for training on March 4, 2006.

As the most populous country in the world and with the increasingly urbanized population, China is facing the soaring issues of urban solid waste. Statistics shows that the present annual urban living waste reaches 0.15 billion tons, and are going to increase by 8%-10% annually, with over 6 billion tons of accumulated deposit and the coverage over 300,000 mus. The issue of waste management is influencing the urban sustainable development and the life of urban residents seriously. In recent years, both the central and municipal governments have begun to address this issue on the larger urban centers. However, China is relatively lack of the relevant expertise comparing with the waste management practices in developed countries.

“生态管理：战略与决策”高级培训班（第三期）第三批学员赴意参加培训  

 “生态管理：战略与决策”高级培训班作为中国社会科学院和意大利环境与领土部的长期合作项目，已成功合作了三期。目前，中意双方正在开展第三期的“垃圾处理”主题培训，并于2006年3月4日组织中方学员赴意参加培训。

中国是世界上人口最多的国家，随着城市化进程的加快，城市生活垃圾的数量迅速增加。据不完全统计，目前中国城市生活垃圾年产量达到1.5亿吨，并以8%-10%的速度增加，垃圾历年累计堆存量达60多亿吨，占地30多万亩。中国垃圾处理起步晚，技术水平与发达国家尚存在较大的差距，长期以来许多城市的垃圾管理问题未能得到妥善解决，垃圾污染已经严重影响了城市居民生活和城市可持续发展。
