Dr. Corrado Clini Addressing Energy Security at the China-Europe Dialogue

The two-day China-Europe Dialogue, which started at Chinese Academy of Social Sciences on November 16, 2005, is held by two Chinese organizations (Chinese Academy of Social Sciences (CASS) and Chinese Academy of Engineering (CAE)), together with four European institutions as European Climate Forum, German Heinrich Boell Foundation, Institut du Developpement Durable et des Relations Internationals, Potsdam Institute for Climate Impact Research and Third Generation Environmentalism (E3G). The forum is supported by the Italian Ministry for the Environment and Territory (IMET), Rio Tinto and Climate Change Capital. Mr. Chen Jiagui, vice president of CASS, Mr. Shen Guofang, vice president of CAE, Dr. Corrado Clini, general director of the Department for Environmental Research and Development of IMET, Lord Oxburgh, former chairman of the Shell Transport and Trading Company and Mr. John Ashton, President of E3G presented the opening ceremony of the forum.

科拉多•克里尼司长出席“中欧能源、发展与环境对话”论坛

2005年11月16日至17日，由中国社会科学院、中国工程院、欧洲气候论坛、波茨坦气候影响研究所、英国第三代环境组织、德国伯尔基金会、法国可持续发展与国际关系研究院等共同主办的“中欧能源、发展与环境对话”论坛在中国社会科学院举行。意大利环境与领土部、力拓公司和欧洲气候基金为本次论坛提供支持。中国社会科学院副院长陈佳贵先生，中国工程院副院长沈国舫先生，意大利环境与领土部可持续发展与研究司司长科拉多•克里尼先生，壳牌公司前总裁奥克斯伯格勋爵，英国政府能源与气候变化顾问、英国第三代环境组织总裁约翰•爱斯顿先生等出席了论坛开幕式。

陈佳贵副院长在开幕式致词中指出，能源安全、污染控制、气候保护，是中国和欧盟共同的能源与可持续发展的政策目标。在能源与可持续发展领域，中国正积极寻求广泛的国际合作。今年9月，中欧签署了能源技术合作协议；中国也与美国、印度、澳大利亚、日本、韩国达成了《亚太清洁发展与气候新伙伴意向》。通过清洁发展机制，中国与发达国家开展着减缓气候变化与可持续发展的国际合作。中国社科院十分重视对能源、气候变化与可持续发展等领域的研究，支持研究人员参与国际合作研究，为中国政府提供决策参考坛”。

Beijing International Renewable Energy Conference 2005:
Side Event on Sino-Italian Cooperation for Renewable Convened in Beijing

"Beijing International Renewable Energy Conference 2005: Side Event on Sino-Italian Cooperation for Renewable", jointly sponsored by the Ministry of Science & Technology and the National Development and Reform Commission (NDRC) of China and the Italian Ministry for the Environment and Territory (IMET), was staged in the Great Hall of the People on November 8, 2005. Mr. Wu Zhongze, Vice Minister of Science and Technology, Mr. Tortoli, Vice Minister of IMET, Mr. Xu Dingming, Director General of the Bureau of Energy of NDRC, Mr. Raffaele Trombetta, Minister Counselor of Italian Embassy in China and Mr. Antonino Laspina, Chief Representative of Italian Trade Commission to China attended and addressed speeches respectively.

As one of the side events of Beijing International Renewable Energy Conference 2005, this session emphasized the achievements and prospect for cooperation in the field of renewable energy between China and Italy.

“中意可再生能源合作”论坛在北京召开

2005年11月8日，国家发展和改革委员会、意大利环境与领土部和中国科技部在人民大会堂联合举办了“中意可再生能源合作”论坛。国家能源领导小组办公室副主任兼国家发改委能源局局长徐锭明、科技部副部长吴忠泽、意大利大使Gabriele Menegatti先生、意大利环境与领土部副部长Roberto Tortoli先生等中意双方政府官员出席论坛并发言致辞。本论坛作为“2005北京国际可再生能源大会”的边会之一，主要讨论了中意两国之间在可再生能源领域的合作成果和前景。

可再生能源的开发和利用是可持续发展的关键。中国的能源生产和消费均居世界前列，2004年能源消费总量为19.7亿吨标准煤。随着能源结构的调整合优化，煤炭消费比重逐步下降，石油、天然气等能源消费比重相应增加；可再生能源增长较快，尤其是风能、太阳能、沼气、水电等新型可再生能源迅速发展。2004年，中国新型可再生能源利用量1.43亿吨，占能源消费总量的7%左右，其规模和技术水平在发展中国家处于比较领先的地位。

Sino-Italian Beijing Green Olympics Environmental Cooperation Conference Convened in Beijing
China and Italy Signed Agreement on the Solar Energy System in Olympic Village

The Sino-Italian Beijing Green Olympics Environmental Cooperation Conference was held at the Great Hall of the People in Beijing on November 19, 2005. The conference was cosponsored by the Italian Ministry for the Environment and Territory (IMET) and the People's Government of Beijing Municipality (BMG). Mr. Ji Lin, Vice Mayor of Beijing Municipality, Mr. Gabriele Menegatti, Italian Ambassador, Mr. Zhu guangyao, Deputy General Director of State Environmental Protection Administration of China (SEPA), Mr. Shi Hanmin, General Director of Beijing Environmental Protection Bureau (Beijing EPB) and Dr. Corrado Clini, General Director of the Department for Environmental Research and Development of IMET attended the conference and delivered speeches respectively at the opening ceremony.

中意北京‘绿色奥运’环保合作大会在京举行
双方签署“奥运村太阳能热水项目”等协议

2005年11月19日下午，由意大利环境与领土部和北京市政府主办的中意北京‘绿色奥运’环保合作大会在人民大会堂举行。北京市副市长吉林、国家环保总局副局长祝光耀、意大利驻中国大使梅内戈蒂、北京市环保局局长史捍民、意大利环境与领土部可持续发展与研究司司长科拉多•克里尼出席大会开幕式并致辞。

大会分开幕式、签字仪式和研讨会三部分进行。会上，中意双方对自2002年以来中意两国在北京的环境保护合作进行了阶段性总结，并就可再生能源和可持续交通问题进行了深入地交流和探讨。双方对合作项目正在取得良好的环境效益和社会效益给予充分肯定，认为双方的合作对增强北京市可持续发展能力、建设“绿色奥运”起到了积极的推动作用。

Dr. Andrea De Angelis wins Award for International Cooperation on China's Environmental Protection

The 2005 Awarding Ceremony of Award for International Cooperation on China's Environmental Protection was held in Beijing on November 16, 2005.

China's State Environmental Protection Administration (SEPA) Director Xie Zhenhua, addressed on the ceremony and awarded the prizes to the two winners, Dr. Andrea De Angelis, project manager of the Sino-Italian Cooperation Program for Environmental Protection-PMO Beijing, and Dr. Heiner Kluge, course director of the Training Program Center for International Postgraduate Studies under Dresden Technische University of Germany. While another winner, Mr. Hau-sing Tse, deputy chief of the Canadian International Development Agency, will receive his award at an international conference on China's environmental protection.

安德烈•德•安杰利思先生获2005年度中国环境保护国际合作奖

2005年11月16日，2005年度环境保护国际合作奖颁奖仪式在北京举行。中意环境保护合作项目北京办公室意方经理安杰利思先生和德国德累斯顿技术大学国际环境管理中心的海纳•克鲁格博士获此殊荣，国家环保总局局长解振华为颁奖典礼致辞，并为两位获奖者颁奖。此外，加拿大国际发展署副署长谢孝旌也获得了此奖。

解振华局长认为，环境问题是全球性问题。近年来，中国环保事业的发展壮大，与国际环保界的支持与合作密不可分。自2000年以来，安杰利思先生为建设和加强中意环境保护合作项目办公室付出了不懈努力，参与并领导了项目办从无到有，从小到大的发展建设过程。目前，该办公室已成为中意两国在环保领域引进技术、资金和管理经验、推动经贸活动的重要窗口，为中意两国政府间建立良好的沟通与合作机制建立了桥梁，为两国环保企业的深入合作创造了条件，成为双边合作的典范之一。海纳•克鲁格博士为中国环境保护的人才培养做出了突出贡献，他积极开展多层次、多领域的培训项目，为中国培训了大批污染控制、自然资源保护领域的管理和技术人员。
